Both of these are earbuds built only for sleeping, small enough to lie on and shaped so they do not press into the ear against a pillow. They take opposite routes to the same problem.
Ozlo goes passive: soft silicone tips to block, then 60 or more masking soundscapes over the top, with no active noise cancelling at all. Soundcore goes active: real ANC tuned for low frequencies, plus a microphone in the charging case that listens for snoring and adapts the masking in response. Ozlo states up to 14 hours per charge, which covers any night; Soundcore lists roughly 7.5 to 9 hours per charge with ANC on but about 45 hours in total with the case.
Neither one charges a subscription. Both need their companion app for setup, and both can play a sound with no phone connected once that is done. The Soundcore bundle includes Calm Sleep Stories, which needs the separate free Calm app and account.

Which one to buy
Pick the Ozlo Sleepbuds 2 if...
You sleep long, you sleep on your side, and you want the buds to disappear. At 1.6 g and 11 mm these are the smaller pair, the private alarm wakes you and not your partner, and 14 hours per charge means the battery is never the thing that decides when the night ends. You are giving up active noise cancelling and, at its usual price, paying more than the A30.
Pick the Soundcore Sleep A30 if...
Snoring is the specific problem. Active noise cancelling plus a case microphone that reacts to the snore is a mechanism the Ozlo does not have, the fit kit is the more generous of the two with foam tips and ear wings, and it usually costs less. The trade is real: plan on charging more often, because 7.5 to 9 hours with ANC on is the shorter night.
