No. It changes the plug shape and adds USB charging, but it does not convert voltage. A device with a heating element that is not explicitly rated for 100-240V can be destroyed or start a fire on it. Stick to laptop and phone chargers, which are almost always dual voltage already.

Will it charge my laptop at full speed?
